About 40% of Russians spoke out against the digital version of the Russian ruble, but SKOLKOVO does not see this as a problem
In 2021, about 40% of Russians opposed the digital version of the ruble. The Bank of Russia published such data on its website as part of the report of the Center for the Study of Financial Technologies
and the SKOLKOVO-NES digital economy. The survey was conducted among 1200 Internet users aged 18 to 59 years.

SKOLKOVO itself notes exceptionally positive sentiment on the digital ruble. In fact, the sentiment on the digital currency from the Central Bank was divided equally. Meanwhile, the research complex itself believes that the main skeptics of the digital ruble are people with low income and those who are not involved in the market today.

According to the sample details, SKOLKOVO did not interview the middle class. Moreover, people with a “high income” included Russians who spend from ₽ 25,000 a month.

The Bank of Russia introduced the concept of the digital ruble in April 2021. According to the details of the project, financial institutions will have the right to open digital wallets on the platform of the Central Bank for Russians. At the same time, the model providing for a one-level financial system, according to the Central Bank, did not receive support.
In the two-level model of the digital ruble, the issuer of the digital currency is exclusively the Central Bank. At the same time, only one wallet will be opened to each client of the digital ruble platform. Also, Russians will not be able to receive interest income on the balance in the digital ruble.
The regulator emphasizes that in the event of bankruptcy of financial institutions, the funds in the wallet are available to the client through any other financial institution where he is served. At the same time, compliance with the AML/CFT/FRM remains with the financial intermediary, and not with the Bank of Russia.
