The State Duma registered an updated draft law “On Mining in the Russian Federation”. The previous document was withdrawn.
The new bill excluded provisions relating to the register of mining participants and “amnesty” for the latter.
The legal department’s response to the original draft law indicates that the creation of a register and the temporary exemption of miners from paying income “may entail federal budget expenditures.”
Otherwise, the text of the new document practically does not differ from the previous one. Mining in it is defined as an activity using objects of the Russian information infrastructure and equipment located on the territory of the Russian Federation.
Recall, the bill “On mining in the Russian Federation” was submitted to the State Duma at the end of April. It provided for the creation by the “authorized federal body” of a special register. It was assumed that in order to carry out the mining of cryptocurrencies, both individuals and mining operators should be included in this register.
